You can spend a lot more and not have the power in Paint Shop Pro. The feature I love the most is "Mesh Warp". It allows you to distort an image similar the the way it is distorted in a UV texture map. With this tool you can easily fit a photographic texture to a UV template.
PSP supports almost every graphic file format out there and can use many plugins (Alien Skin, Flaming Pear, etc.) Version 8 sports a new interface and fantastic support for graphics tablets. Don't have a tablet? New brush stroke controls give amazing detail with just a mouse.
